Jira Cloud administrators can control permissions from Jira's Global Permissions screen (Jira Settings → System → Global Permissions). Each add-on permission can specify one or more values at the Group level. Available permissions are described below.

Google Sheets Integration - Export Issues

This permission controls whether a user can access the Google Sheets issue export feature. Users without this permission will still see the Google Sheets export button on the issue list page, but receive an Access Denied screen after clicking on the button. By default, any logged in user has this permission.

Google Sheets Integration - Set Realtime Update

This permission controls whether a user can set a sheet's update schedule to "Realtime". Users without this permission will only be able to create exports that are updated manually or on a custom schedule. By default, any logged in user has this permission.

Google Sheets Integration - Export JSM Customer Data

This permission controls whether a user can export JSM user and organization data. By default, no user has this permission. In addition, the functionality also has to be enabled under Apps > Google Sheets Integration > Configuration > Additional Export Tab Options > JSM Customers, which needs to be switched on.
